1939 D Jefferson Nickel Grade?

Would that still be considered full steps or no? Also with the scratches on the obverse, would this be considered a detailed coin Report this Post to the Staff

On the reverse I'm not sure what does small black spots are on building and steps . If the one on steps can be easily remove without damage to coin then I would say very possible FS .
