What Is This Defect Called? How Does It Influence Grade?

If you look at the top edge of the obverse and bottom edge of the reverse of this coin you can see that something happened during production that smudged and flattered out the beads. Two questions:

1. Can someone explain what this is called and what causes it?

2. For me this takes the coin down a notch - curious to know whether others share this view?
