Looks like the second polishing of the and the die flows are returning and the devices are getting smaller after each polishing. 1983/1984 had a lot of die clash issues that year and the obverse dies really suffered a lot those years. Seems like this happened less on the 1985-forward coins. So something changed? Not sure what yet, but it will reveal it someday to me. A new design for the 1986 cents:
