I'm not seeing any evidence that these are actually "coins" or other numismatic items, other than their vaguely round shape. I'll stand by my "electrical box knockout" theory.

I think the first step in a good soak in distilled water to loosen the dirt off, then maybe acetone.

They can't possibly be silver; silver doesn't corrode and fuse together like that. What did you use for testing?
