The apparent doubling toward the rim is Die Deterioration Doubling, which brings no extra value as it just means the die was a little tired when it was used to strike this coin. I also see some evidence of the copper plating being stretched so thin that the underlying zinc is now visible. That is what you are seeing next to the letters L,I, and R of LIBERTY. Again, no premium for this.
