Australian School Medal Identification - 1928

Hi all, found this medallion amongst all of the coins in a collection.
It is a long shot but I was hoping to work out which school or institution the medal came from.
It is engraved
P.A.I.T.A
1928
GRADE VII
ELOCUTION

On the reverse is
DONOR
MORGANS' LTD

There are three hallmarks at the bottom of the reverse.
The P.A. may refer to Port Adelaide, but that is just a guess

The hallmarks are English. I believe they translate to:
anchor: made in Birmingham
lion: sterling silver
E in star: not sure, but I think it translates to "made in 1928-29".

Are you sure it's Australian in origin? If my reading of the date-stamp is accurate, it seems it was made very quickly after the date on the medal itself, which implies that a British origin might be more likely.

Thanks Sap, that was a quick reply on the hallmarks.
No, I am not sure it is Australian, it was only a guess as it came from my father but how he came to have it, I don't know.
Well that narrows down the search area anyway.
