This 1984 Quarter, the damage appears to be post mint. I can't think of a way this could be done with the die. Please correct me and tell me it's worth millions.

It almost looks like it spent some time in a rock tumbler. What ever has caused the extensive wear on the coin it is just damaged as JimmyD pointed out.

Toss it in your pocket and see it you can continue the process. With enough time you might end up with a smooth copper disc.

It could have seen a lot of damage as it was doing the work it was intended to do. Make change and to be used in vending machines, gone a ride in a dryer, sanded, polished, hammered, damage in to many ways to mention. But what it says on the reverse if the value of this coin. Spend it before the value on the coins purchasing power diminishes even more. (In other words, not a keeper)
