Why do you think this is an error, rather than normal wear and dings from circulation?

Either way the lettering looks too close to rim in first place, that's my opinion.

Devices (letters) touching the rim are not uncommon with '68 cents--an indicator of a worn design and associated dies.

What caused the devices to fill into the rim on the 1968 cents? a swelling master hub was the issue. fixed in 1969 with a new, new master hub
