Are all Kennedy half dollars supposed to have the ridges on the side?

Coins are not stamped, they are struck. All coins that are struck have a collar that forms the edge. The collar is reeded for the half dollar coins.

The reeding has been removed after the coin left the mint.
You can't have a half dollar struck in collar without the reeding.
It would be a damaged coin ( PMD)

It looks like somebody gently took a grinder to it and removed the reeding. Sometimes folks call it a dryer coin or that it was spooned. But the rim is not raised or thinned out to much.

It might have spent some time in a casino (slot machines).
