Rims do not look squared off enough to be a proof.Early stage business strike.Also,no proofs were minted at the sanfran mint,they were minted at the philly mint.

Not a proof this time as all proofs were struck in Philadelphia before 1968.

Good info. Guess I knew Wheat penny proofs were Philadelphia. But never put thought into it
