It's my understanding that Thailand mints "circulation" 10 satang coins, but banks in Thailand refuse to give them out to the public except for exceptional circumstances eg. if a customer is closing their account, they will get paid out to the nearest satang. But you can't just go in and order a bagful of 10 satang coins. So in that sense, they aren't really "circulation coins". They remain in the banking system, where physical cash is still used to conduct intra-bank and inter-bank business.
