The weak drum is common. No matte finish was done that year.A doubled die does not happen on only one letter.

the doubling on your coin can be attributed to Machine Doubling and not a die doubling. the grade cannot be determined without full photos of both sides.

the drum issue may be from die grease. grease is used on the mechanism to strike the coin. sometimes the grease slips onto the die and the coin is struck through the grease.
