First, I know that these photos aren't the greatest. It's an old photo.

I was hoping that someone has seen this sort of damage. I can understand it on a modern Copper coated Zinc, but what's up with this 1928 Wheatie?

If you can't make a determination by my lousy, old photos, that's ok!

From the very beginning I always thought it might be paint or something like it. Then I started to think that the coating was wearing off. I think your answers are correct - probably paint.
