In the UK, these coins were never issued to the public in any form of packaging. I suspect that yours may be in some form of aftermarket pack supplied by a coin dealer.
(Looking at the photos, these look like the standard coin envelopes or flips used by UK coin dealers.)
Elizabeth II sovereigns have never really circulated, so are normally found in Uncirculated condition, although they didn't receive any special treatment at the mint and many are heavily bagmarked, especially around the head on the obverse. In the UK they are seldom sent to a TPG for grading and normally trade as bullion. although maybe some North American collectors have them graded.
I'm unaware of any errors on Elizabeth II sovereigns, but I suspect that The Royal Mint was careful not to let anything with a major fault like a clipped planchet or brockage out, and, unlike pennies, few collectors have the resources to be able to check through hundreds or thousands of sovereigns looking for minor errors.
