Probably is Machine Doubling. But take images from another coin/year/mint with the same areas. Then you can see if the devices are enlarged or normal with a slight reduction with MD? If these devices are incuse (Below the surface), the Machine Doubling will enlarge these devices. same as it does on the quarters. So that might be what you are seeing on your coin.
