It's rare for me to be able to examine a nice 1940 specimen. seems like most are pretty rough. not sure what they normally look like fresh.

At least some of that inside the zero seems to be gunk, but the post might have had some tiny chips along one edge as well.

Try an acetone soak first. Also check eBay and look at a bunch of the same date coins for comparisons.

In addition, do a google image search on '1940 wheat cent'. A ton of images will appear--some with high photo resolution so you can zoom in without losing sharpness. Compare.
