I'm pretty sure this is an ink transfer of some sort but how would it happen?
Is there any value with the condition the bill is in?

How can you say that, because not only is it the same exact color but if you zoom in on it it has the same bleeding characteristics when it is absorbed into the material.
Different inks absorb (flow) differently correct?

I apologize if I come across the wrong way but as far as this note goes I knew it was in bad condition I was just wondering with that type of inking air what it was and how it happened and with it being so far up away from the serial numbers if there would be any value in it being a very poor condition bill.
The only other poor condition bills that I have posted were the ones that have not been reported yet which were star notes but that's because I was under the assumption that it was possibly something like the 2013 B but that was just me being a newbie.
But I think you should take a look at the rest of the notes that I have posted the worst one out of the rest of them that I posted had a strong centerfold and a corner fold and that's it no stains centered perfectly I mean that would get a pretty good grade I would assume and then the other ones especially my $10 inkwell contamination error.
My 1988 $5 note that I thought might be a bleed through is crisp and not a single fold or a stain on it.
Oh I take that back The 1969 $10 birthday note that was in poor condition but I only shared that because I thought it was kind of cool that with that birthday being a $10 note the person in 1969 would have been 10 years old.
It's kind of disheartening receiving comments like The one that you had left.
Just like one of my other posts on a binary bill I even mentioned in the opening post that I knew that the greeting company wouldn't grade it as a binary because they don't recognize it but I was just wondering if getting it graded would add value to it as far as the secondary market being a binary because it is in very good condition like a 67 possibly 68 by that picture I cut off the border some when I cropped it but it is centered the embossing is well raised and defined no stains not one single fold and is crisp and feels real nice in the hand.
I guess maybe that's one of the bills you're talking about

I can still remember when I first started collecting. I joined a very popular paper money forum and started reading threads. I focused on the threads with subjects related to what I was interested in and also started buying books. I felt a bit intimidated by my lack of knowledge. It was probably just over two years before I had the courage to comment, let alone start a thread.

This forum attracts its fair share of what I call "Drive-By" members. New members that post a note hoping they struck it rich with their circulated find and then we never hear from them again. I believe I've been patient with you, but there's only so much I can take before I get blunt.

It's fairly obvious that you collect notes you find in circulation hoping to find that diamond in the rough. I wish you nothing but good will Fresh Find and hope you stick around and learn something from the most excellent members here advising you of your finds.
