I would keep them in 2x2's - as you already said, they get lost in albums. I doubt one can you ever get a complete album of full steps.

So I would agree to keep in 2x2s, its really meant as a potential benefit for grading the mint state only examples to have full steps which would then be indicated on the graded holder and therefore can increase value in certain cases, but not all. Many here are just collectors and therefore don't really go to that depth of comparing steps other than perhaps which one to keep as the best examples.
