This appears imo to be something different than PMD to me. Maybe a test coin of some kind? It feels like it weighs almost nothing and is smaller in circumference than a normal coin from the same year, with a very wide rim and the design doesn't fit.

I've never heard of a Dryer Coin.. only difference is the rim on this coin isn't banged up at all just wider than normal. Thanks for the response

Definitely a Dryer Coin. No other way to account for the damage it exhibits.
