2015 Kisatchie ATB Quarter Input Needed Please!

I found this hunting a box of quarters and it caught my attention so I set it aside to look at it later under magnification. I would not even post this if it was an obvious Dryer Coin.

The thing that made me post this is that there are no obvious scratches in a circular pattern on the obverse and the reverse looks perfectly normal as well as the rim and edge are there. The coin does weigh only 5.49 g but if you look at Washington's bust by his neck it doesn't follow the circular shape, the top of his head is also not following the circular pattern.

Take a look and let me know what this may be, and thanks ahead of time for the input.

The reeded edge is smooth. As an engineer I cannot see how someone could precisely smooth out the areas or should I say would. Kind of like whoever spoons coins. I could never figure what would possess one to waste time doing it. I don't even know a logical reason why lol. Usually seen on 1965 quarters.
