The only thing holding it back from 67 is a TPG that purposely holds the top grades back to keep populations artificially low.

The shoulder is a bit rough, but it could well make 67.

I think this one is a tad nicer than the 56D. the fields look cleaner on this one. some of the shoulder, lapel chatter and small marks under CENT can be attributed to the die. you can see this even on some 67 graded coins. looks like some grease strike through of maybe polishing in the area of the PL and top left of the O on the reverse. color looks consistent throughout. rims look pretty clean.

this would be tough call for me as the difference between MS66 and a 67 is significant where 66's are selling for under $20 and 67's in the $90-110 range. I'm not sure the high end is enough to warrant slabbing but I guess it depends on what your looking for for your collection

Dang it...clicked on this wanting to see your 67...
Obverse die has been worked on...and a little soft for details...and a couple of carbon freckles and that darn hit to the 9...aagh!
PL being so soft on the reverse kills it for me...

Smat45. can you expand on your statement that the obv die has been worked on and if you are referring to the shoulder area half of the coins I looked at at 67 looks similar and it does not seem to affect grade except to keep it short of a 67. I didnt catch the hit to the 9 though so good eye on that one. after reading your comments and taking a second look at this one. I agree with your assessment of a 66RD

i do agree that the obv strike is a tad weak but I also saw a few that looked similar as well. just look at the top of the head here. the back of the neck area is weaker though

heres just one example of a 67 just to compare that shoulder area and hair

Thanks for feedback, often I overlook the obvious. My photo is from a coin scope which is magnified 30 times or more. The shoulder disturbances are all but invisible to the naked eye and very light with the 5X loupe I use. I also click on as many ms-66's available on ebay as well as using HA.com for 66 and 67 coins to compare. I believe there was a period of time where this coin could have gone 67 but as population increases on PCGS so do the grading standards. After countless efforts to get a 67 on coins before 1968 I have found that a coin must have some type of toning as opposed to the common copper color from the mint. (most of the time). I really struggle with the softness of a strike.My scope picture will never get the actual color of the coin my submissions have grounded to a halt until I can evaluate a little better.
