 Found this 2021 Bluenose dime in a roll of dirty dimes, so unfortunately it's got some dings and a rust spot. But it's missing the coloured sticker. Did it leave the mint this way? Has anyone seen any others like this in 2021 dimes? If it is an error, could it have a premium?

I think they issued with and without the coloring.
"Six million coloured versions of the coin with the new Bluenose design are being circulated, as well as an additional nine million uncoloured versions. The coins are also double-dated '1921-2021' in recognition of the anniversary."

Possibly acetone. I dipped a 2004 coloured quarter in acetone once to clean it up and the colour vanished. Not sure if the newer ones are impervious to acetone but certainly some other solvent could remove it. So--similar to the "missing chrome" variety of nickels, it would likely be near impossible to prove one way or the other unless it can be traced back to its original packaging. Give the condition, my guess is it is a 'garage job'.
Worth noting that the coloured and non coloured are different in that the water on the coloured one is not textured waves but a textured honeycomb. Likely someone else knows the technical term for it.

I don't know much about coin technology, but I know that the 2004 was the first coloured coin and that the technology has vastly improved since then. I haven't seen other samples like this online, and you'd think it were that easy to alter there may be people trying to sell them as errors? Like you say, There may be no way to know for sure.

Exactly. I suspect it's a garage job but unfortunately I think impossible to prove otherwise. What would be cool is the opposite, an engraved waterline with colour. That would be an awesome error to have if one exists.

With the obvious rough condition of this coin I would lean toward the blue being removed PM. As stated above this is a coin that should have the blue colouring and not the plain version which is different. Just my opinion, we may never know for sure.

secoinedchance is correct the commerative version was issued in both a coloured and uncoloured version,,,, but there ought to be some 'waves' engraved under the ship

The mint has produced quite a few of these coloured coins over the last 5 years. Is anyone aware of a verified mint error of a coin with missing colour? Is this something that has happened before?

Only if the coin was sealed in an OGP set could missing colour be verified. It is so easy to remove the coloring with acetone that no one could ever verify if the color was omitted at the mint on a circulation coin.
"Dipping" is not considered cleaning... -from PCGS website
