From your image above it's the same thickness as the dime and clearly thinner than a cent. I'm going with struck on a dime planchet.

So the coin weighed at 2.11. I also did a test on about five dimes just to test the accuracy of the scale. And the dimes came up around 1.81 to 1.77

Nice one!
That weight is within tolerance for a 1983 dime.
So that is most likely the source of the planchet.

A 1983 dime planchet should weigh 2.07g, which is close to your weight

The reason the coins you weighed are lighter is because they are more recent plated steel dimes rather than the pure nickel composition of 1968-2000.
"Dipping" is not considered cleaning...

I am going to guess that it is an off spec dime planchet or your scale is off. ICCS will not grade this. PCGS is your best option but it is expensive, especially after shipping for one coin. Best bet would be to use a submission agent. But I wold leave it as is and mark your findings on the holder (weight, magnetic, what you think it is). It will not need authentication for an error collector to pay appropriately ungraded.

PS this is a tough year to get a cent-on-dime. This coin should fetch $400 to $500.
