What's in a name?
I guess it could be considered a planchet flaw, it was there before the coin was struck
"Dipping" is not considered cleaning...

Yeah, ICCS attributes planchet flaws, rotated dies, and double/triple/flip strikes, and thats about it.

For a moment, I thought it might be the start of a straight edge clip, but really, it looks like a planchet that was thin on one edge, and could not be struck properly, so yes, a planchet flaw. Nice find, though.
