Seems borderline to me VF/EF. What about the scratch on the reverse from the rim through the "t" in states, that's to me the worse of the two scratches? How big does a scratch have to be to details a coin?

UPDATE: Just got the grade. Real head scratcher. No idea how they came up with this.

That is a gift horse for a grade. Coin has some light wear not related to strike weakness. XF-40 is my opinion.
