Any idea what's happened here? It's still sealed and have never seen that on a loonie before, nor could I find anything online about it.

The green on the coin? Not sure what it is. I also notice that there is luster around the outside of the reverse and in the center it is dull.

I'll add that also the green seems to appear on the Lettering.

I guess on further thought might it be the plastic it's sealed on making contact to the high points of the coin? But why would the obverse be fine?

Sure looks like PVC damage.
No idea why the obverse is not affected.
Perhaps there is a coating on the coin.
"Dipping" is not considered cleaning...
