I tried researching how to read the date but I am finding it very difficult to understand. Help would be appreciated. Maybe a grade if possible too.

The date on it is "Meiji Year 40", which would equate to AD 1907.

Sap is correct
The way to read the date is you need to read it basically right to left as that was the how China Japan and Korea used to read (its still traditional to read up to down and right to left)

So #22823;#26085;#26412; is Basically Japan (the empire)
#26126;#27835; is meiji
and then #22235; #21313; means 40. the first character is 4 and the second is 10.
This means 4 tens then 40
Hence this coin was issued in the 40th year of the meiji era.
The meiji era started in 1868 that was year 1.
So at 39 to it and you end up with 1907 as Sap said.

Now as for the grade, this is in bad shape and significantly worse than the typically xf you normally see of this type. The photo isn't great but I would grade this as between VG and F maybe at a stretch VF if some of the detail missing is due to the photo.
These coins are only conditionally rare and only exhibit decent numismatic value if uncirculated and really it would need to be gem for it to be really worth something. So value wise its maybe 2 or 3 bucks... maybe 5 if someone wanted it and was missing the year - its the first year of issue but all years are plentiful in low grade.

Yikes sorry I tried to use the Japanese characters but for some reason although they appeared fine in draft they failed in posting.:(
So basically the first 3 characters after it says 10 sen going clockwise mean the empire of japan
The next two mean meiji
then the character that looks like a square with two curtains is a 4 and the cross is a 10 hence 40.
