Environmental damage.
Possible cupholder coin,
1991 are made of cupro-nickel, discoloration is very common with this alloy,.
"Dipping" is not considered cleaning...

One side show me a dull Ni. Normal because the Ni over the time become Yellowish Dull. The other side a little bit redish it is eplained by the ionic composition : nickel's high electronegativity, which causes a loss of one electron in copper's d-shell (leaving 9 electrons in the d-shell versus pure copper's typical 10 electrons).
