I'm not sure if there's even anything illegal about owning or selling a coin die (unless it's the property of a mint). It's all about what you do with it.

Expanding on my previous comment, I suppose in US law it depends on whether this qualifies as an "imitation numismatic item." Also, as the seller if you _know_ that you're selling it to someone who manufactures fake coins, it would violate the "substantial assistance" clause. That would probably be difficult to prove though.
