Do the blue stains make this a details coin or are they just natural toning?

Looks natural to me. The toning usually starts around the rim areas and this one looks ok to me.

Natural toning, I don't find them offensive in any way.

I'm leaning towards the natural toning concensus yet in the distant past cleaning was quite often recommended and accepted. Whatever the reality may be here, I would certainly without hesitation add this beauty to the hoard.
