I suspect either they were trying to match it with that newer 10 centavos you posted earlier, or they were actually trying to match it with a US quarter.
When you found it, was it "with" a bunch of other Mexican coins, or mixed up with a bunch of
US coins? Or foreign and US, all mixed up together?
I suppose it also depends on how prevalent vending machines were in Mexico in the 1950s. No point trying to fool vending machines that don't exist.
