...not certain exactly what you see as an error, but the coin appears to be stained, post minting ... no evident minting errors ... try soaking it in pure acetone for a day or so & see if the staining disappears ...

Might just be a case of poor alloy mix. I can't remember the term - might be woody / graining that describes this.

The OP isn't referring to the streaks on the reverse, but the obverse which appears "blurry" - by which I assume they mean shallw and indistint design. I think this is a combination of normal circulation wear and either a weak strike or filled dies. Given the un-evenness of the rim denticles on the obverse, my assumption would be partially filled dies.

Is it an error? Technically, yes, but not a significant or valuable one.
