Well that cent does fit the 2002 with the date on the obv. but the colour is a bit off.

I would assume, if it was made by and for the RCM, that it wasn't an actual 1 cent coin used, but a lookalike. This would also explain the absence of a date. Don't say "infinitely" when you mean "very"; otherwise, you'll have no word left when you want to talk about something really infinite. - C. S. Lewis

The date though isn't the issue, cause "coin" may resemble 1952-2002 penny, where the date is on the obverse. But the colour is off, and most important - the penny is very small coin - put it on the wrist, and you'll see, how small the watch will be, would it have real 1c coin inside. I do not think, such small size is realistic for modern unisex watch.

I believe I saw a similar one sell for about $100 at auction.
Can't seem to fid it though.
"Dipping" is not considered cleaning...

I think its 2mm larger than a real penny I believe you are correct. Your ruler shows it at ~21 mm, which is ~2 mm more than the 19.05 mm of a Canada cent. Unless there is some sort of 1 mm bezel on it? I am not sure about the edges, but they do not look like they are part of the coin.
