How is it that consecutive notes would have a plate number that is skipped for instance the back plate serial number of these notes is 23 and 25 skipping 24.

Consecutive serial numbers are not printed on the same sheet. The back plate numbers are sometimes different.

CoolBreeze is correct.
If you have a pack of 100 consecutive notes, rest assured that they came from 100 different sheets that were stacked and cut.

So how is it that they're right next to each other on the front plate but they're not next to each other on the back plate?

They were not printed right next to each other. They were printed using different plates. Front plates 43 and 44 and back plates 23 and 25.

There is more than one plate on a single press. The plates cycle through. There are several steps involved in intaglio printing. Inking, wiping, impressing. While one is making the impression, the others are being prepared for their turn.

4 notes from 3 different sheets

first all backs got printed, using BP 36

then the fronts got printed, using FP 35,34,36 for 686,687,688 in position G1, and FP 35 in position H1 for 786

so 686 and 786 were adjacent on one sheet, but 687 and 688 were on two different, subsequent sheets
