I'm not familiar with this series but it looks like an offset die clash to me.

I am no authority on Canadian cent die clashes, but this is what I gather from MAD Die Clashes: Those gear shaped marks appear in several radically misaligned die clashes. Apparently, they are denticle clashes. While there isn't a listing for that particular coin, there are similar clashes from other cents of that era, notably 1963. If you follow the radius shown in your clash marks, that demonstrates that the dies were really quite misaligned horizontally and vertically, and I would presume rather tilted as well. https://www.maddieclashes.com/radic...reign-coins/

None of the published examples of denticle clashes on MAD Die Clashes seems to show obverse marks. If presented at all, they (somewhat obviously) wouldn't be in the typical positions, the clashes of 1 CENT would be in the obverse denticles somewhere.
Almost makes you wonder if the clashes aren't the result of a malfunction or accident when mounting the hammer die. I assume if you dropped or shoved it hard against the anvil die, those denticles are pokey enough to make a deep impression on the steel.

Here is a 1963 cent I found around the same time as the 1962 with clash marks above date.
