Ah. yes, I can see where it might be a 23 as well.

My thinking went: You can see the tops of all four digits. The first two are one and nine. Third could be a one, two, or three, it's the same width as the first so one it is. Fourth digit has a curved top, so that is six eight or nine. Two depressions beneath are the same width, so eight is out. A six has a flatter side on the bottom of the top loop, the nine has a flatter side on the top of the bottom loop, the six pattern looks more likely to me.

I see 1928 S. 4th digit looks like an 8 as the 6s are shaped differently.

I see 1916. The top of the 3rd digit is not wide enough to be a 2.
