I can see this being called Full Steps depending on the grader, but TPGs all have their own definition so the only way to know for sure is to submit it for grading which I don't think is worth it in any case.

Nice nickel but I would not call it FS. Beyond the general mushy nature of the steps, the slash across steps 3 through 5 seals the deal for me.

I wouldn't call it Full Steps either, but I've seen a lot of coins with worse than that get a FS designation from NGC and PCGS.
