I'm on the same page as Marv. Why would it be frosted?
Let me see about the in relief or not. It's in the set case. Don't know if it's worth cracking. Was a gift from my daughter. I'll try.
I tried folks. It just won't slide out of the folder. I'll look again next sunny day.

I wouldn't try to get the coin out if I were you, there's a high probability that it was struck thru a tiny particle of some sort, keep it as original as is.

I found this one with a strike through on the top left above the elbow and it is raised , this is a Specimen 1999 toonie.   Then there is this one a 2000 Specimen Knowledge toonie with a strike through on the right side   I just got these two coins , strange you would get 2 Specimens with strike thoughs .
