Should Commemorative Coins Have Bag Marks?

I am trying to complete my set of presidential 1$ coins and bought a partial (35) Un-Circulated set from someone. They are from the US Commemorative Gallery, all are in individual capsules. Complete with Certificate, pretty little bags, and a beautiful box that holds one years worth of coins.

Yet many of these encapsulated coins have rub marks and a few have dents.
To be honest some of my circulated coins look better.

Is it common for these coins to have bag marks?

What you have is not an official US Mint product, but something packaged and sold by a third party. They likely bought their dollars from the US Mint in bags or rolls, as opposed to the higher quality coins found in the uncirculated mint sets.

The coins in bags and rolls are pulled from the normal business strike production runs, where the handling standards are lower. The bagged dollars will obviously have marks, but because of how the business production coins are handled, they can suffer contact marks before they are rolled or bagged.

It is okay. We all learn to do that.

Even uncirculated mint set coins can be less than perfect, despite being given extra care (minted by fresher dies with higher strike pressure at a lower speed).

Coins ordered from the mint can also have handling marks. I bought a 2021 CC Morgan direct from the mint and, while overall quite pristine, it has one small hit on the chin. That's why you see a range of MS-67 to MS-70 grades on these from TPGs.
