The notches on the obverse are PMD. That looks like a Cud at 3K.
Inordinately fascinated by bits of metal with strange markings and figures

WOW...what a shame...such a nice cent (67/67)

Can't say for sure...but I'm leaning towards PMD also

Still a wonderful coin...is it a recent buy?

Even if it was damaged at the mint which is highly unlikely,
it is still damage no matter where it was done.
Too bad on such a nice IH.

Great RPD, shame about the rim damage. What do you figure it is worth? A PCGS EF-40 straight grade is $825. Even if you half that for the damage you have a valuable coin.

What a shame! Great VF details on this 67/67. Post mint damage. Some verdigras on the reverse. Nice die crack at 7 o'clock on reverse. I think is is close to EF, but a little too much wear on the diamonds (obverse) to get it. It could very well end up getting netted down to F15 due to the PMD.

I have an example of the 1867/67 IHC with a (thankfully) very minor edge 'tick' at 8 :00, above 'T' of UNITED, coinciding with one of the edge issues on the O.P's coin.

It may be just mere coincidence, but maybe it is in fact mint-caused?
