What is up with this 1963 D cent. Is it just wear? The finish looks so strange. Reverse has little finish at all.

I was thinking it was attacked by acid but the rim seem intact
so I will also go along with environmental damage.

Strange. Reverse almost looks like the "Desert Patina" on an ancient coin.

Looks like some I've found in the ground, then brought home and cleaned.

Environmental toning for sure, but where did the steps go?
I've heard of full steps, but no steps?
