Agree with VF range.
The gash across the nose and upper lip might detail the coin.
What's going on with the crinkled look on the obverse at 12:00 - 12:30? The rim and letter T of TRUST are deeply affected by something.

undergraded imo. VF30 at worst. you do have to take into consideration that TPG's grade by value based on what they feel a coin may sell for. sometimes you will see a coin net graded down for eye appeal or even minor issues that would not warrant the higher grade. looking at the overall coin it may have been marked down a notch as it most likely would not be able to demand VF30 price

I can see 25 since the size and number of contact marks hurt the eye appeal. Both surfaces, the obverse in particular, are pretty dinged up. Still a nice coin with good color and moderate wear.

I almost like it as a 30 but the hair, cheek, jaw and ear are almost completely flattened. Also, the wheat lines are real close to merging and the wheat grains are really flat. I like the portrait and grain relief higher on VF-30 up. The only reason I think it's even a 25 is the wheat lines. I think it's a 20 but those are 30 level lines. This is my NGC slabbed VF-30, notice how much better the obverse/portrait are:
