Looks more like an Uncentered Broadstrike. If it was Off Center, the letters would be missing.

 The coin face isn't that far off center, so there would still be lots of structure to the round shape from the collar. That coin is pancaked. Great find! =)

Nice error cion but as noted above it is not an off center error but an uncentered broadstrike.

Off center and broadstrike are two different errors so technically it can't be an off-center broadstrike. As noted, it is an uncentered broadstrike.
