1987-P Kennedy Half Dollar Cameo?

In my Kennedy half dollar album there are a couple coins that seem to pop out and grab your attention. The photos show one of them. It's a 1987 Philadelphia mint. Both obverse and reverse have shiny, mirror-like background while the objects are frosted. The appearance closely resembles a proof coin with Cameo. Is this normal, common, and have an affect on value?

The 1987 P and D Kennedy halves were issued in mint sets only and not intended for circulation which might explain the prooflike condition of the fields. However It does not look Cameo in my opinion.

It seems to have what we call "proof like" surfaces. It's a nice looking Business strike with attractive surfaces.
