I assume that this is PVC or verdigris on my copper medal. I will start with a soak in hot distilled water, and then attempt cleanup with acetone. If that doesn't work, maybe this is a Verdicare scenario? The medal has some tarnish on it, and I don't think that cleaning would necessarily hurt the value.

Predictably, a soak in hot water and a soak in acetone did zero to the aqua colored substance. If anything, the acetone removed a faint layer of dirt and exposed even more blue-green stuff. The acetone did remove some faintly sticky residue areas, though.

If you have some verdicare, you can give it a try.
I have had some success with it removing the "green stuff"
