Just got this from the store with my change what you think about the doubling on the liberty and is this considered uncirculated best photo I got

Ok I was looking at other ones that was nice and shiny like that one and they where all proofs

That would be considered an impaired proof because it was circulated. Need a much closer look at LIBERTY to tell if there is any doubling. Nice find,

so what would be the best thigh to do with it the letters on the coins look all deformed bubble idk

Put it into your collection as a proof taken from circulation. They don't have much value (it probably would if it had been cameo or DCAM, but even then only a few dollars) but they are still interesting because they were not intended for circulation and cost the original buyer more than face value so putting it into circulation was most likely either a mistake of an act of desperation.
