No, it's not from the 1983 issue, it's a "sixth series" 1979 issue. The "seventh series" 1983 issue was printed, but never issued - it was held "in reserve" in case a sudden major banknote replacement was required (by, for example, a sudden spate of counterfeiting). The entire print run of the seventh series was destroyed.
The current Swiss note series is the "eighth series", introduced gradually in the mid-1990s.
