any experts on Kennedy Halves here? question about mid 80's

Why does it seem no matter how MS I find a Kennedy Half it always seems the detail of the hair in these years is very much lacking? Was there an issue with strike quality these years? They all just seem very sub standard compared to other years

The dies were restored in 1987 and then again in 1991. Most 1983-1986 halves look entirely washed out in the hair detail. Typically a clean coin from this period will grade out at MS-64 - unless you have a strong strike.

, Put that down to poor re cutting of the master dies for this period.

Surely they would have done test strikes before proceeding with mass production?
