1994 US Quarter P-Odd sounding when dropped

So today as I was going through my pocket change looking for interesting coins a 1994 United States Quarter Dollar that bears a Pennsylvania mint mark fell out of my hand and hit the floor. I noted it sounded almost like a token when it hit the floor. I then compared that sound to a 1995 Denver 1998 Pennsylvania and even a 1964 silver quarter and none sounded anything like it. Does anyone know if the mint tweaked the composition of the Quarter in 1994? My first thought was that it was a forgery but it seemed unlikely that such a low denomination would be worth the effort. Anyone got any knowledge on this?

willb1: Welcome to the CCF!

The explanation of this is most probably partial de lamination of the cladding.

The substrate and the cladding would have different natural vibration frequencies, which interfere with each other, giving rise to a dampening effect.
