encapsulated coin as being ANACS?

Also, if it is NOT authentic, what is ANACS position and recourses on finding coins which are obvious ANACS fake encapsulations?

Thanks for your e-mail. I have seen this photo recently. From the picture, it appears to be a counterfeit label which would mean the holder has been tampered with. As long as a coin is in an ANACS holder that has not been tampered with, ANACS guarantees the grade and authenticity of the coin. As with all grading services that offer guarantees, that guarantee does not apply if the holder has been tampered with.
